At what age or development level should a strength coach incorporate SPP vs. only GPP? In other words, can a high school varsity athlete train with a strength coach for GPP and a team coach for sport specific skill and get as good of results as another athlete who goes from GPP to SPP with the strength coach as well as the skill work with the team coach?

some people say specific preparation phase and general preparation phase, but the meaning is the same
as an example - CrossFit is GPP and doesn't claim otherwise

I like this discussion. USAW senior level coaches course discusses GPP at length. GPP and SPP take up about 2-3 chapters and a day's discussion. The consensus was that(for developing weightlifters specifically) GPP should be up to 80% of their total training from age 6-14, and then be tapered to 50% in HS, and then still have 10-20% of their training come from GPP once they reach elite weightlifter status, about 20 yrs old. At the OTC they still have 3 thirty minute workouts a week for GPP. Furthermore, I have tons of references available that discuss this topic at length, but right now, its time for breakfast-I'll be back.

That's good info - thanks! Out of curiosity - do you view an exercise like a back squat for 10 reps to be GPP for a weightlifter? How about a shoulder press for 5 reps?....power jerk for 5 reps?....clean pulls?
In weightlifting and powerlifting I think the overall issues of GPP and SPP are much simplier than sports like basketball, baseball, hockey, freestyle motocross, mma (mixed martial arts) etc.
